brain drain

「brain drain」は、高技能人材や優秀な人材が自国を離れ、より良い機会を求めて他国に移住する現象を表現する重要な経済・社会概念です。IELTSのライティングやスピーキングで、移民問題、経済発展、教育政策、国際人材移動などのトピックについて議論する際に非常に有用な表現です。

この表現は「頭脳（brain）」と「流出・排水（drain）」を組み合わせた比喩で、1960年代から広く使用されるようになりました。水が排水管を通って流れ出るように、国の知的資本である優秀な人材が他国に流出していく様子を表現しています。特に発展途上国から先進国への医師、エンジニア、研究者、IT専門家などの移住を説明する際に頻繁に使用される経済学・社会学の重要概念です。

To combat brain drain, governments should invest in research infrastructure, improve working conditions, and create competitive compensation packages to retain their skilled workforce.
頭脳流出と闘うために、政府は研究インフラに投資し、労働条件を改善し、熟練労働者を維持するための競争力のある報酬パッケージを作成すべきです。

Examiner: What are the effects of globalization on developing countries?
Candidate: Globalization has both positive and negative effects on developing countries. One major concern is brain drain. When the most educated and skilled people leave their home countries to work abroad. For instance, many doctors and engineers from my country move to Europe or North America because of better pay and research opportunities. While this is good for those individuals, it creates serious problems for the home country. Hospitals lose experienced doctors, and universities lose talented researchers. This makes it harder for developing countries to build their own strong economies and improve their healthcare and education systems.

skilled migration

より中立的で学術的な表現。高技能労働者の国際移動を客観的に表現し、必ずしも負の意味を含まない用語です。

human capital flight

経済学でよく使用される専門用語。人的資本（human capital）の概念を用いて、より学術的に人材流出を表現します。

intellectual emigration

知識労働者の移住に焦点を当てた表現。研究者、学者、高度専門職の移住を特に指す際に使用されます。

talent outflow

人材の流出をより客観的に表現する用語。経済報告書やビジネス文書で使用され、感情的ニュアンスを避けた表現です。
