public good

「public good」は、社会全体の利益や福祉を表現する重要な経済・政治概念です。IELTSのライティングやスピーキングで、政府政策、社会保障、環境問題、教育制度、インフラ整備などのトピックについて議論する際に極めて有効な表現です。

意味と語源

表現：public good
意味：社会全体の利益・福祉、または誰もが利用できる公共財・サービス

この表現は経済学では二つの意味で使用されます。一つは「公共財」として、道路、国防、公園など、誰でも利用でき、一人が使用しても他の人の利用を妨げない財やサービスを指します。もう一つは「公共の利益」として、社会全体の福祉や共通善を表現します。政治学や哲学においても、個人の利益を超えた社会全体の幸福を追求する概念として重要な位置を占めています。

ライティングでの使用例

Universal healthcare should be considered a public good, as it benefits society as a whole by reducing disease transmission and ensuring a healthy workforce.
国民皆保険は、疾病の感染拡大を減らし、健康な労働力を確保することで社会全体に利益をもたらすため、公共財と考えられるべきです。

Environmental protection is fundamentally a matter of public good, requiring collective action and government intervention to address market failures.
環境保護は根本的に公共の利益の問題であり、市場の失敗に対処するために集団行動と政府の介入が必要です。

スピーキングでの使用例

Examiner: Should education be free for everyone?
Candidate: I strongly believe that education should be treated as a public good. When education is accessible to everyone regardless of their economic background, it benefits the entire society. A well-educated population leads to innovation, economic growth, and better decision-making in democratic processes. Countries like Finland have shown that investing in free, high-quality education for all creates a more equal society and stronger economy. While there are costs involved, the long-term benefits to the public good far outweigh the initial investment.

より哲学的・道徳的なニュアンスを持つ表現。社会の共通利益や共有価値を強調し、政治哲学や倫理学の文脈でよく使用されます。
例：Democratic societies must balance individual rights with the pursuit of the common good.

social welfare

社会福祉や社会保障に特化した表現。政府が提供する福祉制度やサービスを指し、より具体的で政策的な文脈で使用されます。
例：The government increased spending on social welfare programs to support vulnerable populations during the economic downturn.

collective benefit

集団全体が享受する利益を表現する直接的な表現。ビジネスや組織運営の文脈でも使用でき、より理解しやすい表現です。
例：Renewable energy projects provide collective benefits by reducing pollution and creating sustainable employment opportunities.

public interest

公共の関心事や公益を表現するフォーマルな表現。法律、政策、ジャーナリズムの分野で頻繁に使用され、社会的重要性を強調します。
例：Media organizations have a responsibility to serve the public interest by providing accurate and unbiased information.

societal benefit

社会的利益を表現する学術的な表現。研究論文や政策文書で使用され、科学的・客観的なアプローチを示します。
例：Scientific research funded by public institutions should demonstrate clear societal benefits to justify taxpayer investment.
