「I consider that the government should invest more in education.」「I discussed that this issue is serious.」このような文は、学習者の回答でよく見かけますが、いずれも不自然であるか、文法的に誤りとされています。
「think that ...」「believe that ...」のように that節を自然に取る動詞がある一方で、that節を取ることができない動詞、または取ることができるとされているものの実際はほとんど使われない動詞が存在します。
この記事では、よく誤用される動詞に絞って、正しい使い方を解説します。
まず、that節を問題なく取れる動詞を確認しておきましょう。
that節を自然に取れる動詞
I think that education is important.
I believe that technology can solve this problem.
I argue that the government should act.
Studies show that exercise improves mental health.
これらの動詞（think, believe, argue, show など）はthat節を自然に取ることができます。
一方、以下で紹介する動詞は that節が使えない動詞です。
discuss は「〜について議論する」という他動詞で、目的語には名詞（句）をとりますが、that節は取れません。
✗ I discussed that this issue is serious.
✗ They discussed that the policy needs to change.
✓ I discussed this issue.
✓ They discussed the need for policy change.
✓ I discussed how the policy could be improved.
「discuss that ...」としたくなる場合は、discuss の目的語を名詞化するか、「discuss + 疑問詞節（how / whether / why ...）」に言い換えましょう。
describe も名詞（句）を目的語に取ります。that節を直接目的語に取れません。
✗ She described that the situation was serious.
✗ The report described that crime rates had risen.
✓ She described the serious situation.
✓ She described how serious the situation was.
✓ The report described a rise in crime rates.
that節で言いたいことを名詞句に圧縮するか、「describe + how / what / where ...」という間接疑問文を使いましょう。
「問題に取り組む」という意味の address も、名詞目的語を取ります。
✗ Governments must address that inequality is growing.
✗ We need to address that the system is flawed.
✓ Governments must address growing inequality.
✓ We need to address the flaws in the system.
✓ We need to address the issue of...
regard と view は「〜を〜とみなす」という意味で使う場合、必ず as を伴います。that節にはなりません。
✗ I regard that education is a basic right.
✗ Many people view that technology is harmful.
✓ I regard education as a basic right.
✓ Many people view technology as harmful.
✓ This is widely regarded as a turning point in history.
regard / view + O + as + 補語（名詞・形容詞）
→ I regard this as a serious problem.
→ We view the policy as a step in the right direction.
tell は「〜に〜を伝える」という動詞で、that節の前に必ず間接目的語（人）が必要です。間接目的語なしに that節を直接続けることはできません。
✗ I want to tell that technology is important.
✗ I will tell that this policy needs to change.
✓ I want to say that technology is important.
✓ I told my readers that this policy needs to change.
✓ The data tells us that action is required.
「tell that ...」と書きたい場合は、say that に言い換えるか、tell のあとに間接目的語（us / readers / the audience など）を補いましょう。
consider は IELTS 答案で非常によく使われる動詞ですが、「I consider that ...」という形は文法的に誤りではないものの、現代英語では不自然・古風な響きになります。
△ I consider that the government should invest more in education.
△ I consider that this policy is effective.
✓ I consider this policy (to be) effective.
✓ I consider education to be a fundamental right.
✓ I consider it important that governments invest more.
✓ I consider investing in education to be essential.
① consider + O + 補語（形容詞・名詞）
→ I consider education essential.
→ I consider him a genius.
② consider + O + to be + 補語
→ I consider this approach to be the most effective.
③ consider it + 補語 + that節 / to不定詞（形式目的語構文）
→ I consider it important that we act immediately.
→ I consider it necessary to reform the system.
④ consider + -ing（「〜することを検討する」）
→ I am considering applying for a scholarship.
express は本来名詞（句）を目的語に取る動詞ですが、「express that ...」という形は近年のくだけた英語では見られるようになっており、文法的に完全な誤りとは言い切れません。ただし、IELTSのようなフォーマルな文脈では避けるのが無難です。
△ I want to express that diversity is important.
△ She expressed that she was concerned about the issue.
✓ I want to express the view that diversity is important.
✓ She expressed her concern about the issue.
✓ I want to express my opinion that more action is needed.
「express that ...」と書きたい場合は、express の目的語に the view / the opinion / the belief などの名詞を置き、その後に that節を続けましょう。
raise は「raise the point / argument / issue that ...」という形で that節を続けるのが標準的な使い方です。近年、この名詞句（the point など）が省略された形として「raise that ...」が使われ始めており、完全な誤りとは言い切れません。ただし省略による拡張であるため、IELTSのようなフォーマルな文脈では名詞句を明示した形を使うのが無難です。
△ I will raise that inequality is a serious issue.
△ The author raises that the system is flawed.
✓ I will raise the issue of inequality.
✓ The author raises the argument that the system is flawed.
✓ I want to raise the point that more investment is needed.
「raise that ...」と書きたい場合は、raise the point / argument / issue that のように名詞句を補った形にしましょう。
I discussed that this issue is serious. は間違いですか。
discuss は名詞（句）を目的語に取る動詞で、that節は取れません。I discussed this issue. のように名詞にするか、I discussed how the policy could be improved. のように疑問詞節に言い換えます。
describe のうしろに that節を続けられますか。
続けられません。describe も名詞（句）を目的語に取ります。She described the serious situation. のように名詞句に圧縮するか、She described how serious the situation was. のように間接疑問文を使います。
I regard that education is a basic right. と書けますか。
regard と view は「〜を〜とみなす」の意味で使うとき as を伴うので、that節にはなりません。I regard education as a basic right. の形にします。構文は regard／view ＋ 目的語 ＋ as ＋ 名詞や形容詞です。
tell のうしろに直接 that節を置けますか。
置けません。tell は that節の前に間接目的語（人）が必要です。I want to tell that technology is important. ではなく、say that に言い換えるか、I told my readers that ... のように人を補います。
I consider that ... は誤りですか。
文法的な誤りではありませんが、現代英語では不自然で古風な響きになります。I consider this policy to be effective.、I consider it important that governments invest more. のような形が自然です。〜することを検討するという意味なら consider ＋ -ing を使います。
express that ... は使えますか。
近年のくだけた英語では見られる形で、完全な誤りとは言い切れません。ただしIELTSのようなフォーマルな文脈では避けるのが無難です。express the view that ...、express the opinion that ... のように、目的語に名詞を置いてから that節を続けます。
raise that ... という形はどうですか。
標準的なのは raise the point／argument／issue that ... のように名詞句を置く形です。近年その名詞句が省略された raise that ... も使われ始めていますが、省略による拡張なので、フォーマルな文脈では名詞句を明示した形にするのが無難です。
that節を自然に取れる動詞にはどんなものがありますか。
think、believe、argue、show などです。これらは that節を問題なく取れます。迷ったときは、この仲間の動詞に置き換えられないかを考えると解決することがあります。
