話す速さ(speech rate)は、1分間に何語話すか(words per minutes)で表されます。例えばネイティブが話す日常会話の場合、120〜150語/分が平均と言われています。会議などのプレゼンテーションであればもう少しゆっくりのペースになるでしょう。一方、テレビ番組などで軽快にトークをするパーソナリティは200語/分以上で話しています。

and explain how you felt when you met this person.
箇条書きはすべて答えられなくても大丈夫
意外かもしれませんが、"You should say ..."以降に書かれている質問はすべて答えなくてもペナルティなどはありません。そもそもIELTSスピーキングのパート2はプレゼンテーションではないため、2分間の制限時間にスピーチを終了させなければいけないというルールはありません。そのため、2分間経って試験官が静止したとしてもペナルティなどはないのです。それどころか、むしろ2分以上話し続ける意欲があることの方をポジティブに評価してもらえることも多いです。
トピックは「Describe a person ...」となっているので、「人」について話をすることになります。もちろん「文化の異なる人」ですが、そこは後で考えます。まずは誰について話をするかを決めましょう。普段からたくさんスピーキングの練習をしている方であれば、「この人についてなら比較的話しやすい」という人がいるはずです(いない人は練習で作っておきましょう)。ここでは仮に会社の同僚のAさんということにしましょう。

Although I have not been to Canada or the USA yet, I would definitely like to go there in the near future.
Let me talk about one of my colleagues, Tom. This company is a marketing company, particularly focused on social media marketing such as Twitter. I've been working for this company for more than 10 years, but I only met him very recently when we were assigned to the same project.
When that project was finished, I invited him to my home and we had dinner together. Since he is an American, I also wanted to learn English from him. After dinner and lots of drinks, I decided to let him stay over. I showed him around my house and he said he wanted to take a shower. I told him he could have a bath if he wanted to, but then he said, to my surprise, that he had never had a bath. I was really taken aback by that, because it was the first time I had ever met someone who had never taken a bath.
He then told me many stories about the cultural differences he had experienced since he came to Japan. One of the things that surprised him was that nobody paid tips, even in a very decent restaurant. He was even more surprised when he tried to give a tip and the restaurant did not accept it. He was also surprised that when he greeted people in a convenience store, none of the staff responded.
