このタスクで問われているのは these taxes、つまり税そのものの是非です。砂糖が体に悪いというのは、賛成側も反対側も否定しない前提であって、論点ではありません。ここに段落の半分を使うと、Task Response で見られるメインアイデアが1つ足りなくなります。
見分け方は単純です。書き終えたあとに賛成側のボディを読み返して、tax や levy に言及している文が最初と最後だけだったら、中身は砂糖の話に流れています。
また、recently introduced とあるので、時制は現在完了形か過去形が自然です。Governments have introduced these taxes in recent years のように受けておくと、タスク文の情報をそのまま繰り返す形を避けられます。
02なぜ砂糖税のテーマが繰り返し出るのか
このテーマが出続けている理由は、実際に世界中で導入が進んでいて、しかも評価が割れたままだからです。WHOが2026年1月に公表した Global report on the use of sugar-sweetened beverage taxes, 2025 では、少なくとも116か国が砂糖入り飲料に国レベルの物品税を課していると報告されています。フランスが2011年、メキシコが2014年、イギリスとフィリピンが2018年と、導入は10年あまりの間に広がりました。
一方で、同じ報告書は、税率の水準が消費を抑えるには低いままだとして、引き上げを求めています。導入が広がる一方で、税率や課税対象といった制度設計には国ごとの差があります。賛成と反対の両方に材料がそろっているので、Discuss both views のタスクとして成立します。

いちばん最初に浮かぶ議論です。ここで止まると、A tax makes sugary drinks more expensive, so people will buy fewer of them. の1文で終わってしまいます。理由が「高いから買わない」だけなので、読み手は納得はしますが、それ以上の情報を受け取れません。
掘り下げるなら、どこまでを課税対象にすれば抜け道が塞がるのか、という方向へ進めます。範囲を広げるほど抜け道は減りますが、対象の線引きが難しくなり、企業の事務負担も増えます。ここで01で確認した foods and beverages という広さが意味を持ちます。飲料は含有量を測りやすいのに対して、食品は種類が多く、どこからを高糖分とするかの基準づくりが難しくなります。
4-3 個人の選択に政府が踏み込みすぎている
3つ目は自由の議論です。何を食べるかは本人が決めることで、政府が価格を操作して行動を誘導するのは過干渉だ、という立場です。英語では paternalistic という形容詞や、政府の過干渉を批判する nanny state という表現があります。ただし nanny state は批判の色がかなり強い言い方なので、答案で無理に使う必要はありません。
Discuss both views では、両方を並べたあとに自分の意見を述べます。ここで賛成と反対のどちらかを丸ごと選ぶ必要はありません。このタスクの場合、効果が出る条件を示す形の立場が、両側の議論をいちばん無駄なく使えます。たとえば、税だけで肥満の問題が解決するわけではないが、製造業者に課税して配合を変えさせる設計にし、税収を低所得層向けの施策にまわすのであれば有効だ、という立場です。

どちらも答案で使えます。tax は税一般を指す語で、a tax on sugary drinks はもっとも自然な言い方です。levy は賦課金や課税を指すやや硬い語で、税制や政策の文脈で使われます。イギリスの Soft Drinks Industry Levy のように制度名にも入っています。1本のエッセイの中で両方を使うと、同じ語の繰り返しを避けられます。charge は料金全般を指す広い語なので、税そのものを指したいときは a tax か a levy のほうが確実です。
