照らし合わせる相手が、前者は"the information"(本文に示されている情報)、後者は"the claims of the writer"(筆者の主張)と書き分けられています。ここがこの2つの設問形式の違いです。
もう1つ確認しておきたいのが、FalseとNoの基準がどちらも"contradicts"(矛盾する)と書かれている点です。「正反対」とは書かれていません。本文がThe project was completed in 2022.で設問文がThe project was completed in 2020.という場合、正反対の主張とは言えませんが、両立しないので矛盾でありFalseです。本文が設問文とは異なる範囲や程度を示している場合も、同じように矛盾になります。
Not Givenの基準も、前者は"there is no information on this"(その情報がない)、後者は"impossible to say what the writer thinks about this"(筆者がどう考えているか判断できない)です。「本文に一言も出てこない」ではなく、「判定に必要な情報が本文から確認できない」という基準になっています。
指示文にある"the information"と"the claims of the writer"は、どちらも本文(パッセージ)の側を指しています。同じ本文の中にも、調査結果のような情報を伝える一文と、筆者自身の考えを述べる一文があります。次の2組を比べてみましょう。上が本文、下がそれに対する設問文です。

同じテーマを扱っていても、本文のその一文が情報を伝えているのか筆者の見解を述べているのかで、照らし合わせる相手が変わります。"A survey conducted by..." "In my view"のような表現が、その手がかりになります。この区別を意識せずに読むと、本文が示している情報を確認しないまま印象で判定したり、逆に筆者の見解を述べた一文に対して客観的な裏づけがないという理由でNot Givenと誤って判定したりすることがあります。
