IELTSライティング・タスク2では、この変化を positive か negative かで評価させる形で出ます。第10回で取り上げるのはそのタスクで、シリーズで positive or negative development を扱うのは今回が初めてです。応募の段階に話が限られていることをどう読み取るか、両側のアイデアをどこまで掘り下げられるか、日本・アメリカ・イギリスの法制度と、年齢と雇用を論じるときの語彙もあわせて取り上げます。
01このタスクでは何が問われているのか
まず、設問そのものを読みます。
In some countries, it is illegal for employers to reject job applications on the basis of age criteria. Is it a positive or negative development?
In Japan, age limits in recruitment were banned in October 2007 under the Employment Countermeasures Act, now Article 9 of the Labour Measures Comprehensive Promotion Act, with six exceptions set out in Article 1-3 of the enforcement regulations.法令名と条文番号が並び、回答ではなく法律の解説になっている

discriminate と distinguish の使い分け
discriminate には、このテーマで押さえておきたい2つの意味があります。人を不利に扱うという意味では against をともなう自動詞で、この設問で使うのはこちらです。もう1つは、2つのものの違いが分かるという意味で、こちらは between をともないます。Police dogs can discriminate between different smells. のような文です。
後者の意味では distinguish も使えますが、distinguish は他動詞としても使えるので、distinguish A from B の形が取れます。差別の話をしているときに distinguish を使うと意味が変わってしまうので、回答では分けて使いましょう。
年齢層そのものを表す語(the elderly、older people、the young など)は、選び方で印象が変わります。次の記事にまとめてあります。
