イントロダクションの冒頭に、These days, some people think that … while others believe that … といった書き出し方をよく見かけます。while を使った対比は Discuss both views タイプでは定番の形ですし、イントロの1文目を These days, … からはじめるのも常套手段かもしれません。
ただ、それらが組み合わさったときに、英語話者にはやや違和感を覚えることがあるそうです。それは、these days が読み手にある「予告」をしているからです。
この記事では、These days, some people think that … while others believe that … という書き出しがなぜ文法的には正しいのに、どこか据わりが悪く感じられるのかを考えます。
01These days, some people think that ... は間違いなのか
結論から言えば、間違いではありません。文法にも語法にも問題のない文です。
These days, some people think that X, while others believe that Y.
some people と others を対にして二つの立場を並べる形は、英語として標準的なものです。that節の作り方も、while の使い方も、These days を文頭に置いてコンマで区切る形も、いずれも規則どおりに書けています。ここだけを取り出して誤りだと指摘することはできません。
この文型が正しいことは、ライティング・タスク2で実際に出されているタスクを見れば分かります。

手を入れるとすれば、その前に置いた These days のほうです。構文そのものは問題ありません。
02these days が予告するのは、昔と今の対比
these days が指しているのは、昔と引き比べたうえでの「今」です。Cambridge Dictionary は次のように説明しています。

these days: used to talk about the present time, in comparison with the past
in comparison with the past、つまり「昔と比べて」という部分がこの語の中心にあります。these days を文頭に置いた瞬間に、読み手は「(以前と変わって)今は」と読みます。副詞が不必要な約束をしてしまうわけです。
実際に These days, ... がタスクに使われている例文を見るとよくわかります。

1つ目の more and more people には「以前より増えている」、2つ目の rather than save money for their children には「以前はそちらが普通だった」という内容が文に含まれています。副詞が予告した昔と今の差が、そのまま文の中身になっています。
ここから、these days が機能する条件が見えてきます。うしろに来るのが、時間の経過で動いたものであること。増えた、広まった、減った、変わったといった内容が文の中にあることです。
03そのあとに来るのは、人と人の対比
冒頭の書き出しを、実際のタスクに当てはめてみます。

some people ... while others ... が並べているのは、同じ時代を生きる人と人の対比です。時間軸は文の最初から最後まで動きません。These days が予告した「昔と今」は、この文のどこにも現れないまま終わります。読み手は、その副詞が何のために置かれたのか分からないまま次の文へ進みます。

In recent years がかかっているのは growing interest です。関心が高まったという、時間で動いた事実に副詞がついています。そのうえで、二つの立場はそのあとの別々の文で示されています。副詞がかかる相手と両論を示す文が分かれているので、どちらの役目もはっきりします。
Nowadays, most children prefer to spend several hours playing with electronic devices over doing more traditional leisure activities.

タスクがこの形で始まっているところに、自分のイントロを These days, で受けると、同じ時間枠を2回宣言することになります。読み手の側からは、タスクの Nowadays を These days に差し替えただけに見えます。
使ってかまいません。この記事で挙げてきたタスクにも、These days で始まるものがあります。タスクを作る側が使っている表現を、回答では使えないと考える理由はありません。
ただし、語感には幅があります。同じ Cambridge でも、Cambridge Academic Content Dictionary は、単に now の意味で使う these days に informal のラベルを付けています。イントロの1文目という位置で迷うのであれば、In recent years や Currently のほうが収まりがよいでしょう。
05副詞を置く前に、回収するものがあるかを見る
ここまでは these days の話でしたが、同じズレは他の副詞でも起きます。副詞は読み手に先回りして予告をするので、そのぶんの内容がうしろの文に書かれていないと、どれも同じように浮きます。置くかどうかは、次の手順で決められます。
These days, some people think that ... while others believe that ... という書き出しは文法的に間違いですか?
間違いではありません。ライティング・タスク2のタスクにも Some people think ... , while others believe ... の形で書かれたものがあり、構文そのものは標準的な英語です。手を入れるとすれば、その前に置いた These days のほうになります。
なぜ these days を置くと不自然に感じるのですか?
these days は「昔と比べて今は」という対比を予告する副詞だからです。ところが some people ... while others ... が並べているのは同じ時代の人と人の対比で、時間軸は動きません。予告した昔と今が最後まで出てこないため、据わりが悪くなります。
these days はIELTSのエッセイで使ってはいけないのですか?

タスクが Nowadays で始まっていたら、イントロで時を表す表現は使えませんか?
使えないわけではありませんが、同じ時間枠を2回宣言することになります。読み手からはタスクの Nowadays を These days に差し替えただけに見えますし、時を表す副詞を別の時を表す副詞に置き換えただけでは、Lexical Resource で見られている語彙の幅を示したことになりません。
