have to と must は義務を、be supposed to はそうすることになっているという期待を表します。違いは、それがどこから来たものかにあります。外から課された決まりには have to、話し手自身が必要だと考えていることには must がよく使われます。be supposed to は、そういう決まりになっているという意味で、実際には守られていない場合にも使えます。

rule は家庭、学校、職場のような集団の決まりを幅広く指し、law は国や自治体などの公的機関が定めるものを指します。Describe a new law you would like to introduce. のようなキューカードで rule の話をすると、社会全体の話にならず、内容が設問とずれます。

基本の語で、どんな決まりがあるかは言えます。中級では2つを足します。その決まりがどのくらい守られているかという程度と、自分の暮らしの中でどう回しているかという習慣です。Do you think people generally follow rules well in your country? のような質問では、この程度まで述べられると答えを展開しやすくなります。

politeness と rubbish and recycling は、日本の日常を説明する場面になります。ここで people are polite や we recycle a lot と述べただけでは、どこの国の話をしても同じ答えになります。実際にどんな決まりがあり、自分が何をしているかを1つ挙げる。それだけで、答えはその人のものになります。

What happens when laws are not enforced properly? のような質問では、決まりがあることと、それが守らせられていることを分けて述べる必要があります。法律があっても enforcement が伴わなければ、守らなくても構わないものとして扱う人が出てきます。この2つを分けると、罰則の役割まで論じられます。
A law that isn't enforced sends the message that it doesn't really matter, and people stop taking the rest of the system seriously.
Fines work as a deterrent, but only if people believe there's a realistic chance of being caught.

上級の表現は a stickler の1つだけです。家と職場を対比したところで使っているので、大げさではなく違いの説明として働いています。ここに second nature や keep on top of まで重ねると、片づけの話が生活論のように聞こえます。

don't have to と mustn't はどう違いますか。
意味が逆になります。don't have to はする必要がないこと、mustn't は禁止です。You don't have to bring anything. は持ってこなくてよいという意味で、禁止を表したいなら You're not allowed to や You can't のほうが会話ではよく使われます。
rule と law はどう使い分けますか。

「マナーがよい」は have a good manner でよいですか。
行儀という意味の manners は複数形で使うので、have good manners の形になります。単数の manner は「やり方」「態度」という別の意味です。何が失礼とされるかを述べたいときは It's considered rude to talk loudly on the train. のような言い方もできます。
tidy と clean はどう違いますか。
tidy は物があるべき場所にあって整っている状態、clean は汚れがない状態です。この2つは別のことなので、My flat is clean, but it isn't tidy. のように並べても矛盾しません。neat は tidy に近く、見た目が整っていることを表します。
bend the rules は決まりの範囲を事情に合わせて広げること、break the rules は破ることです。融通をきかせてもらった話なら They'll bend the rules if you have children to drop off. で、違反した話なら break を使います。取り違えると、配慮してもらった話が違反の話になります。
Part 3 の法律の議論で、まず覚えるべき語はどれですか。
enforcement と social norms、a deterrent、compliance、personal freedom のあたりから始めるとよいでしょう。この5つがあれば、決まりがあることと守らせられていることを分けて述べられ、自由と規制の釣り合いまで論じられます。There's a rule at work that nobody follows. が enforcement の話に広がるのが、この置き直しです。
