Even the most experienced teacher would struggle with a class of 40 students.
Even the most experienced teacher would struggle with a class of 40 students.
If even the most experienced teacher were given a class of 40 students, they would struggle.
A wise man would not say such a thing.(賢い人ならそんなことは言わないだろう)がよく挙げられる例です。
The most experienced teacher would struggle ... 主語は複数形(the most experienced teachers)でも、-est の形(the wealthiest country、the best school)でも同じように使えます。

would + 動詞
Even the most experienced teacher would struggle with a class of 40 students.
would not + 動詞
Even the wealthiest country would not have enough doctors to treat everyone at once.
could not + 動詞
Even the best teacher could not give every student individual attention.
would have + 過去分詞
Even the most careful driver would have struggled to avoid the accident.
Even the most experienced teacher cannot give 40 students individual attention.
even the most ... would は条件が主語に入っている would なので、そこで避けたい would とは別のものです。
Even most experienced teachers would struggle with a class of 40 students.「
○
Even the most experienced teachers would struggle with a class of 40 students.「
the のない most experienced teachers は、most が「大半の」の意味で読まれます。most people(大半の人)と同じ使い方です。
△
Even the least experienced teacher would struggle with a class of 40 students.
○
Even the most experienced teacher would struggle with a class of 40 students.
even the most ... Even the poorest families would be able to afford this service.
A tax on sugary drinks would encourage people to choose healthier options.
A four-day working week would give employees more time with their families.
Banning cars from city centres would reduce air pollution.
Such a policy would place a heavy burden on small businesses.
If the government introduced a tax on sugary drinks, people would choose healthier options.
The new tax will raise the price of soft drinks.

without + 名詞
Without public transport, many elderly people would find it difficult to leave their homes.
with + 名詞
With more funding, schools could hire additional teachers.
Without the internet, working from home would have been impossible for most office workers.
but for + 名詞
But for the support of volunteers, the local festival could not go ahead.
If there were no public transport, ...
With more funding, schools hired additional teachers.
Some people believe that schools should invest in the best equipment for students, while others think that schools should spend on employing good teachers. Discuss both views and give your own opinion.
Even the most advanced equipment would be of little use without skilled teachers.
Were governments to ban cars from city centres, air quality would improve considerably.
Had cities invested in cycle lanes earlier, fewer people would depend on cars today.
Should the scheme fail, a large amount of public money would be wasted.
If governments were to ban ...、2文目は If cities had invested ...、3文目は If the scheme should fail ...
Were it not for public funding, many museums would close.(公的な資金がなければ)のように to を使わずに書け、意味は without とほぼ同じです。Had ... Had it not been for ... です。Should ...
✗
Were governments ban cars from city centres, air quality would improve.were
○
Were governments to ban cars from city centres, air quality would improve.
✗
Hadn't it been for the volunteers, the festival would have been cancelled.
○
Had it not been for the volunteers, the festival would have been cancelled.
An annual driving test would do little to make road freight safer, because the main danger for lorry drivers is often fatigue rather than a lack of skill. Even the most skilled driver would struggle to stay alert after ten hours on a motorway at night. A test that checks driving technique once a year does nothing to address this, whereas strict limits on working hours would.

even the most ... Even the best teacher could never help every student succeed. Even the best teacher would find it difficult to help every student succeed. のように struggle、find it difficult、be of little use といった程度を含む述語を選ぶと、反論される余地を小さくできます。
