1-1 spend と invest:見返りを見込んでいるか
spend は、お金を払ったという事実だけを表します。そのお金がよい使い道だったかどうかは、語そのものからは分かりません。一方の invest は、Cambridge Dictionary の定義に hoping to make a profit or get an advantage(利益や利点を得ることを期待して)とあるとおり、見返りを見込んでお金を出すことを表します。

1-3 fund と subsidise:費用の全体か一部か
fund は、ある活動や組織に必要なお金を出すことを表し、主語がお金の出し手になります。博物館の運営費を誰が負担すべきかを問う次のタスクでは、設問にも funding が出てきます。

2-1 自動詞として使える動詞と、目的語が必要な動詞
お金を出すことを表す動詞は、目的語を取らずに使える自動詞の用法を持つものと、目的語が必ず要る他動詞だけのものに分かれます。Cambridge Dictionary の表示では、spend と invest は [I or T](自動詞・他動詞)、allocate、allot、fund、subsidise は [T](他動詞)です。ただし、spend と invest とでは自動詞の使われ方が違います。invest は invest in education のように、目的語を省いて投じる先を in で続ける形がごく普通に使われます。spend の自動詞は、Oxford Learner's Dictionaries の I just can't seem to stop spending.(どうしてもお金を使うのをやめられない)のように、何に使うかを言わずに「お金を使う」こと全般を表す使い方が中心です。
